I also agree with Steve - when reviewing risk assessments (human health or groundwater) the more complex ones could easily take more than a day - all the input parameters for each CoC need to be checked etc - and if it was a model we were unfamiliar with, it would frequently take longer!! Also, as Gerry says, you don't have the background knowledge of the site (going at it 'cold' so to speak) so double check every detail - such as response zones, method and number of monitoring events, etc etc. As an ex-CLO now working in the private sector, I occasionally do work for local authorities, and wouldn't quote for less than 8 hours to review a quantified RA (HH or GW).
