I couldn't wait for the weekend to read it.
This is a small step in the right direction for UKWIR - the TPH banding for which the 10 mg/kg threshold applies has been narrowed from C11-20 to C10-16, which means there is a slightly better chance of plain PE pipe being acceptable on a brownfield site. Slightly better than zero, that is.
However, to my mind the whole philosophy underpinning this guidance falls down on the principle of risk assessment which it so firmly advocates. Look at the evidence: How many cases of tainting of the water supply have been caused by pipes being laid in already contaminated ground? None (that I know of). How many have been caused by post-installation spills and leaks? Plenty. It's obvious that the main risk by a large margin arises from spills and leaks. Solution: specify barrier pipe as standard in vulnerable locations, such as petrol stations, chemical storage areas and domestic driveways, regardless of whether the ground is currently clean or dirty. Plain PE has proved to be entirely satisfactory in all other situations for decades, so where is the justification for all this costly analysis and form-filling?
