I'm really interested in this one, too, as it's just started sinking in that I probably need to provide something to our non-cat staff. So far I've only been able to come up with:
*Very basic introduction to FRBR concepts
*Very brief history of the development of RDA/why we are adopting
*Details on AACR2 v RDA changes they may notice in the catalogue, like spelled-out abbreviations, and new fields like 33X (we don't display those in the OPAC but staff can see them in the staff module)
*ummmmmm ... not sure what else. I'd like to get into a little bit about relationships and why RDA is better in that respect, but I'm not sure that a) I can explain this, or b) our system can actually do anything with this yet. Maybe I can use someone else's system to demonstrate??

I'm interested in the point that Katrina mentioned - how much to keep other non-cataloguing staff up to date with RDA. I've mentioned it briefly at department meetings, but I am not sure exactly what other information they might *need* to know (as against a general awareness). I'd be interested to hear what others have shared with non-cataloguing staff.

Myself and my boss raised RDA at a departmental meeting fairly early on, before we even had a date to move. It was all built into our strategic planning for the team and the wider department, with the need for time and money for training accepted as necessary.
In terms of planning I'd say myself and the head of Collections worked closely on it, involving the systems staff where needed. We kept RDA as a running item on our team planning meetings to keep the rest of the team up to date.

Did you have to 'justify' it to senior managers?
A few people have already mentioned that the cost of the toolkit has been a prohibitive factor, and this follows on from that a bit as well.

At Wellcome we have been downloading RDA records for a while but haven't yet done any original cataloguing in RDA. Where records are available as either AACR2 or RDA we would take the RDA record but if the AACR2 one looks better we would take that instead. We don't convert AACR2 records to RDA.
I had planned to implement RDA fully this Spring but the preparation is proving to be quite overwhelming as we have so many other projects going on. I also have to get the approval of our Senior Management Team before anything can, officially, happen.
