It sounds to me like you are describing Rick Snyder's cognitive theory of
hope which involves goal-directed thinking i.e. setting realistic goals,
developing pathways to these goals and cultivating a sense of
agency/empowerment to achieve those goals/overcome barriers etc.
Sometimes called the Wills and the Ways. Is this what you are looking for?
