Hi riku,
There is yet an on going debate to what you brought in.
It is so since the degree of quality (that is inclusiveness of methods,
technologies and teachers' skills) are yet wanting.
For as long as these wants are there it may be helpful and even
preferable to adopt "The Best Interest of the Learner" Principle.
