Hi John,
When you open the ID card selector (go to System, Administrator, Moonshot Identity Manager) and you choose "View details" on the ID card in question, you should only see "steve" in the Username field. If it says "steve@local", amend it. That may be a reason why it fails. You might want to add a new card with the following:
Display Name: Steve (Local)
Issuer: local
Username: steve
Password: whatever-steve's-password-is
Tick the box if you so choose.
