Abstract: The transport of dangerous goods needs to be regulated in order to prevent, as far as possible, accidents involving people and property, but also damage to the environment, to the means of transport employed and to other goods. However, with varying regulations applicable in different countries and for different transport modes, the smooth conduct of international trade in chemicals and dangerous products can be significantly impacted, if made possible at all, and can potentially compromise the safety of the process. Unfortunately, despite the numerous national and international agreements, there is still a lack of efficient systems and methods for the effective and uninterrupted monitoring and control of dangerous goods transport flows. This seminar analyses concepts and principles of distributed information-analytical systems for the optimal planning, control and monitoring of the transport of dangerous goods, with a view of averting the occurrence of hazardous conditions and preventing accidents.
Speaker: Professor Viacheslav P. Shkodyrev is a Regular Lecturer (full Professor) and the Head of Control Systems and Technology Dept. of Saint-Petersburg State Polytechnic University (SPbSPU). He graduated from Penza State University (Russia) in 1973 and received his PhD degree from Leningrad Electrotechnical Institute (LETI) in 1982. Since 1996, he has been a full Professor at SPbSPU. From 2001 to 2011, he was also Head of the International Relations Office of SPbSPU, and since 2011 he has been Chief of the Research Institute of Mathematical Modeling and Intelligent Control Systems of SPbSPU. His research interests include artificial intelligence, intelligent control systems, distributed intelligent networks and neuroscience.
