NCAR is "sponsored by the National Science Foundation;" it isn't a
cabinet-level department, nor is NASA. And I don't represent NASA. I
represent the Caltech Jet Propulsion Laboratory, an FFRDC, not a
civil-service lab, even though I have a .gov email address. My paycheck
says "Caltech," not "NASA." Richard Maine represented NASA because
Dryden is a civil-service lab, not an FFRDC. That's why we were both
allowed to be members. All the other NASA labs are civil-service labs,
so while Richard was serving we couldn't also have had delegates from
Ames, Johnson, Kennedy, Glenn, Langley, Wallops Island, or NASA HQ.
I suspect Karla Morris represents Sandia Corporation, even though she
has a .gov email address. Sandia Corporation is not a civil-service
lab; it's a wholly-owned subsidiary of Lockheed-Martin. The sandia.gov
web site says ""Sandia Corporation operates Sandia National Laboratories
as a contractor for the U. S. Department of Energy's National Nuclear
Safety Administration." I think that means it's an FFRDC, and that
Karla's paycheck says "Sandia Corporation" or "Lockheed-Martin," not "U.
S. Department of Energy."
Los Alamos National Laboratory is also an FFRDC, "operated by Los Alamos
National Security LLC for the U. S. Department of Energy's NNSA."
According to http://www.lansllc.com/, Los Alamos National Security LLC
is "a private limited liability company (LLC) formed by the University
of California, Bechtel, Babcock & Wilcox Technical Services, and URS
Energy and Construction." A Los Alamos delegate, if we get one, would
almost certainly represent Los Alamos National Security LLC, not DOE.
Similarly, Argonne and Oak Ridge are FFRDCs, which are (or at least
were) operated by the University of Chicago and the University of
Tennessee. Delegates would represent those universities, not DOE.
I suspect Dan represents UCAR, not NCAR. His e-mail address is

(UCAR) currently has 78 member universities.
