Steve Glover here from the UK federation support team.
I've just seen this, and the subsequent thread, and will contact the
operators of the Oxford Journals SP (who are based in California so may
not be in work yet!).
I note that whatever browser I use to access their site with, I see the
"If your institution...." text above the Location selector, so
presumably the issue is that the dropdown isn't appearing for some IE
(or Safari) users.
It would be useful for us to know which particular version / platform
combinations of IE show the problem and if anyone accessing Oxford
Journals via a direct ("WAYFless") URL has similar issues.
Finally, a plea from the heart: the federation support team cannot
monitor all mailing lists for signs of folk having access problems, but
we *are* here to help. If you come across an access problem, it's
usually worth checking with the folk who run your IdP and asking them to
escalate it to us. If it's not a local problem, you can raise it with us
directly at service @ ukfederation.org.uk
