I also failed to mention that each attribute statement (each "SAML-AAA-Assertion +=") will also incur a size penalty. You may want to look at stuffing each attribute statement to its maximum size, 254 characters (make it 252 to be safe), which means there are 15-19 instead of 58 SAML-AAA-Assertion attributes in your packet. That saves you around 80 bytes for something else :-)
