Try contacting London Red Cross Tracing Services on this. They have dealt with cases of Afghan youngsters where tracing was an issue and have also thought about some legal implications - though mainly related to Red Cross work and mandate. They may be able to help you further in your reflections.

1. A comparative assessment as to what different member state countries do to fulfil their obligation to carry out tracing enquiries prior to effecting a removal and the extent to which the failure to carry out such a duty raises legal obligations upon a state.
2. A comparative assessment of what is done in Afghanistan (and or other countries for which a tracing obligation would exist and to which individuals are being deported).
