New JIPS vacancies

JIPS - the Joint IDP Profiling Service - is an inter-agency service that was set up in 2009 with the goal of promoting collaborative responses and solutions for internally displaced persons (IDPs) across the world. We equip governments, humanitarian organizations and development actors with accurate information about IDP situations by gathering and analyzing data disaggregated by sex, age, location and other factors.
 
We are a small team based in Geneva, working actively with UNHCR, the Danish Refugee Council, IDMC, and other UN and humanitarian agencies concerned with forced displacement.  We are currently hiring three Profiling Advisors to be based in Geneva but willing to travel extensively. Danish Refugee Council (DRC)
Protection Manager
Dushanbe, Tajikistan

Danish Refugee Council seeks an international protection manager to work for DRC with relevant duty-bearers and stakeholders in Dushanbe, Tajikistan.
Overall position objectives:

. DRC Tajikistan protection programming implemented efficiently and effectively. 
. Protection activities comply with DRC's Humanitarian Accountability Framework.

Background
As of August 2012, there were 2,160 refugees and 1,890 asylum seekers living in Tajikistan according to official government statistics, but these numbers likely undercount the actual total of refugees and asylum seekers significantly. Of these refugees, 95% are from Afghanistan. In the first half of 2013, Tajikistan has seen a tripling of newly-arriving asylum seekers compared to the year before in a month-on-month comparison. Further, the northern areas of Afghanistan, which are home to many ethnic Tajiks and were previously safer than other parts of the country, are facing a deteriorating security situation. This will likely be exacerbated by the draw-down of ISAF soldiers as part of the anticipated full withdrawal in 2014 and could potentially also increase the numbers of asylum seekers to Tajikistan.

As part of the response to this displacement, the recruited protection manager will oversee a project funded by the European Union, which will allow DRC to expand its refugee protection in Tajikistan as part of DRC's regional approach to Afghan displacement. The protection manager will also have responsibilities that seek to enhance the protection of survivors of trafficking in persons and of stateless persons. The two objectives of the protection component of the EU project are to (1) increase the capacity of relevant governmental actors duty-bearers, including judges, prosecutors, border guards and police, regarding asylum, trafficking, and statelessness issues; and (2) support the establishment of a fair refugee status determination and trafficking survivor referral system in Tajikistan. The protection manager will also play a role in making operational the temporary accommodation center for newly-arrived asylum seekers established by DRC in cooperation with the government.

At present, DRC operates from its office in Dushanbe with an expatriate country director and will soon employ approximately 25 national staff members. In addition to the activities to be overseen by the protection manager, DRC in Tajikistan will also be implementing additional programming to promote livelihoods for refugees, advocate for the human rights of displaced persons, and to combat sexual and gender-based violence in the refugee community.

This position is contingent on the finalization of the relevant grant contract and the confirmation of grant award.

Duties
. Manage the DRC Tajikistan protection unit members, temporary consultants, and related project resources. 
. Coordinate, develop and implement DRC capacity building activities in Tajikistan relating to refugee, statelessness, human trafficking, general displacement, and human rights law and practice. 
. Develop, plan, and conduct training sessions for relevant duty-bearers and other stakeholders regarding the topics above. 
. Assist in the development of referral mechanisms for asylum seekers and survivors of trafficking. . Supervise the provision of legal aid to asylum seekers and refugees. 
. Work with DRC staff to make operational the temporary accommodation for newly-arrived asylum seekers in Tajikistan. 
. Liaise with relevant government officials and other stakeholders to ensure effective implementation. 
. Facilitate the close collaboration between DRC and its project partners, both national and international. 
. Coordinate and communicate with regional DRC protection colleagues in Afghanistan, Pakistan, and Iran. 
. Ensure appropriate monitoring and evaluation of protection activities to guarantee effective implementation according to the standards of the Humanitarian Accountability Partnership (HAP).

Qualifications

Required
. Appropriate university degree, preferably in law. 
. Experience of the application of refugee, trafficking and/or statelessness law. 
. Experience in capacity building, including as a trainer and/or project manager. 
. Experience working with members of the judiciary, law enforcement agencies, and/or border officials.
. Experience in project management, including but not limited to administrative, financial, and/or human resource management 
. Fluency in written and spoken English. 
. Negotiation, advocacy and communication skills. 
. Results-oriented and intellectually flexible. 
. Record of building trust and partnerships. 
. Ability to live and work in a changeable environment. 

Desirable 
. Experience in refugee status determination (RSD) case work, specifically with country of origin information (COI). 
. Experience with providing legal assistance to refugees, asylum seekers, stateless persons and/or survivors of human trafficking. 
. Experience implementing EuropeAid projects. 
. Ability to read, write and/or converse in the Russian, Dari, and/or Tajik languages.

Conditions
