Apologies for the rather vague question but is anyone on the group aware of any reports/investigations into the efficiency of backscanning all paper into electronic format. I seem to remember there being on a few years back that involved 6 or so public sector organisations carrying out their own paperless/scanning "project" that overall found that the organisations involved did not recoup any financial savings or enough benefit in the long term considering what they spent in the first few years to initiate it. I cannot find any sign of it on the Internet any more.
If you aren't aware of a report of this nature but have an opinion from any of your own experiences trying to backscan on a mass scale, I would be very interested whether or not you felt it saved money or improved working practices (EDRMS or not).
