Thanks for the quick response. Your explanation matches what I thought it would be doing (that Moonshot assumes one of the standard inner EAP methods). I'll check what happens when I disable EAP authentication for the inner tunnel (and PAP ends up as default) tomorrow. If everything else fails, I'll just leave the instructions to stay with EAP-GTC as inner method.

As best I can tell, you need to know whether you'll be using an inner
EAP method inside TTLS or whether you're going to use PAP on the client.
There's no way I can see for the server to request PAP.
Moonshot doesn't really have a place to store whether to use PAP or
something else inside EAP-TTLS, so we assume you'll be using an inner
EAP method.
We could potentially store this for identities selected via the UI, but
that will not help pam_gss.
I'd be interested in any thoughts you have on how better to approach
this.
