I shall be at Royal Astronomical Society Council and would like the views of
those of you affected by the decisions of the Higher Education Funding
Council for England (HEFCE) on Open Access
Publishing effects on the Research Excellence Framework
(REF). I don't work for a university, so I need your
input otherwise I shan't be able to represent you. Or
you can send your input directly to Robert Massey at
the address at the bottom. The consultation document
for which there is a link below is from HEFCE, but views
relevant to the other UK higher-education funding bodies
should also be sent to us - HEFCE says it will pass
these on where appropriate.
The document says, in short, that, to be eligible for
submission to the REF, an item of output (e.g. journal
article) should be openly accessible through a UK Higher
Education Institution repository.

Message to representatives of the Solid Earth Geophysics Forum
Dear Colleagues,
Led by HEFCE, the UK higher education funding bodies are consulting on
how Open Access publications will be considered in future Research
Excellence Frameworks (this does not apply to REF 2014).

Alongside this, HEFCE have run consultation events in London,
Manchester, Birmingham and Edinburgh.
The Royal Astronomical Society is planning to respond to this consultation
and we are therefore very interested in hearing the views of the research
community in the UK on these proposals.
If you or your colleagues have any thoughts on this, would you mind sending
them to us? As this will be discussed at RAS Council in October before we
put together the final submission, it would be very helpful to hear back
by 4 October to give us time to collate your responses.
