I am disappointed that you feel that this role it not of interest. The role offers the opportunity to directly manage the corporate records, both paper and electronic, for the UK's largest NHS Trust. The Trust is currently undergoing significant change and the role provides an opportunity to make a significant difference to healthcare in East London.
I can confirm that the job description is the current version, prepared last year following the formation of Barts Health NHS Trust. The duties and responsibilities of the role are unchanged.
In regards to the recruitment process, the closing date is October 2nd after which candidates will be shortlisted for interview. A successful candidate will be identified shortly after the interviews.
I can also confirm that this role is open to anyone with the required qualifications, skill set and experience as outlined in the job description and person specification.
Lastly, in regards to the query regarding the Civil Service Competency Framework; this role is within an NHS organisation and whilst this is a public sector organisation NHS employees are not considered to be civil servants.

Can you please ask your colleague to check if it happened she has uploaded an old advert for this vacancy? the job description says anything about the recruitment process stage it has reached, if the post is opened or not to applicants external to the civil service, and there is no reference at all to the Civil Service Competency Framework - and on top of that it has a date stamp "ian walker 1.5.2012".
This is a type of job of really little interest for many stakeholders - I believe that a bit more of accuracy in the way in which it is presented can make a difference.
