I totally agree as long as the owner of the wheelchair is agreeable to finding a suitable place on their chair that allows the phone/level to be placed parallel to the floor surface at a readable height. Since I was training on access auditing I wanted something instant that the person could use at the session and I could use with anther person at the next event.

Why not mount a level/phone on the wheelchair?
Travel down a slope will give min, max and typical inclinations - and easier
than carrying a long straightedge.

the other one that i made was a lightweight L angle aluminium frame -
basically a 750mm square with a diagonal piece that locked it together to
become 90 degree angles using wing nuts. The idea being a wheelchair user
could carry the frame flat packed and then assemble it and use it to measure
at a comfortable height the gradient by placing the digital level on the top
of the frame that was then parallel to the slope on the ground. obviousy you
could make the size of the square to suit the level being used and also the
comfortable height for the user.

the Bosch digital level has a button to lock the readig so you can bring it
up to a more convenient height to read. It also beeps when it achieves level
as in zero degres. We used that feature with a series of blocks that when
placed under then end took the level on slope to specified gradients, 1 in
12, 1 in 15 and 1 in 20 and then beeped, so that a blind access auditor
could use the equipment.

I have stuck with my old fashioned 'analogue' grad level which has the
gradient as % and as a ratio. It is only 600mm long but if used with a
longer straight edge when required it works fine. I notice with the digital
ones that it can be difficult to read the result because the display is on
the side of the level ie at ground level if the level is used on a footway
or ramp. I also have an iphone app which gives a % readout and I have made a
laminated credit card sized conversion chart which I keep in my wallet. The
iphone app works quite well and is convenient and you can lock the readout
so you can pick the device up to read it. A good trick though is to measure
the gradient of the handrail or kerb upstand which will give an idea of the
gradient without having to stoop down.

you can also get an App for Iphones that makes them into an inclonometer,
although whether you woudl want to place your Iphone on the flloor is
another thing, and the longer the level the more it will not be affected by
variations in the ground surface.
what you do need is a conversion chart as they all tend to measure in
degrees or percentages. I will pop you one in the post. I stuck mine to one
side of my level so i can record what gradient in terms of 1 in 20 etc.
