There is a UK university looking at offering a paid-for hosted WebPA service, but as far as I know, a final decision hasn't been made yet. If they do decide to go ahead it should be for the 2013 academic year.
Apologies for the vague response, but I don't think it would be fair to name the institution here without their say-so. Hopefully, if they have good news about the hosting it will be announced soon!

Subject: Anyone willing to host a WebPA pilot?
I am Head of e-Learning at the University of Bradford and we have a requirement from our new Pharmacy course to pilot a peer feedback and assessment tool to support team work. My colleague who is leading the development of this programme, Simon Tweddell, has see presentations on WebPA and would like to trial it. We don't currently have the facilities internally to host this and I am looking for an institution that already provides WebPA as a service and that would be willing to host a small pilot (3 modules; < 300 students) for this coming academic year (2013-14). We have a small amount in our budget to pay for support if that will help facilitate this.
