ALCIS:
Alcis provides geographic information services that enable better understanding of complex environments. 
These services are implemented across a broad range of requirements, including:

Technical services: 		
•	GIS system design, installation, integration
•	Situation awareness through provision of a Common Operating Picture
•	Data modelling, data collection, data manipulation
•	Map production, web-based map portal creation
Consultancy services:	
•	Programme management, training, mentorship, capacity-building, terms-of-reference development
Development services: 	
•	Support to development aims across thematic areas: Governance, infrastructure, counter-narcotics, agriculture, 
        education, conflict, livelihoods, social development, security and justice, nutrition and food security, natural 
        resources, water and sanitation


GIS ENTERPRISE MANAGER

Salary range: £40-45k
Place of work: Berkshire/Surrey
Deadline for submission: 6th September 2013
Indicative start date: early October

Outline Requirement: To manage all IT activity across the business focused primarily on delivering on line Geospatial products and services with the effort split across three areas:

•	Geographic Information Services. Enable Alcis to deliver GI specialist projects, particularly on line, to clients using 
        the most suitable systems. 60% of effort
•	Product Development and Innovation. Develop new GI products and services in order to meet identified and 
        potential client needs in line with the business strategy. 30% of effort 
•	Business IT Systems. Lead and manage the development of the business wide IT infrastructure to deliver a robust 
        and responsive system that allows the business to run efficiently and effectively 10% of effort

Key responsibilities:
In general, the prime responsibility is the ownership and delivery of the company technology strategy. This strategy breaks down into the 3 main functional areas detailed below.

1. Geographic Information Services.
•	On Line. Provide robust and reliable web services to the business and its clients, extending the functionality and 
        potential value of our core offering Alcis Geo Explorer.
•	Software. Maintain and develop the portfolio of software across the business both UK based and deployed so that 
        staff can deliver the outputs required in projects.
•	Hardware. Maintain and develop the systems, advising on best practice and new techniques to maximize the 
        potential of the established equipment.
•	Infrastructure. Ensure that the UK and deployed office infrastructure is best set up to enable project delivery.
•	Data. Work with the data manager to develop systems and processes that will enable the efficient storage and 
        management of geospatial data across the organization. Ensure that delivery methods are robust and reliable.
•	Products. Offer support to the technical team to ensure that outputs are delivered in the best way, considering 
        client, quality and available infrastructure constraints.
•	Expertise and advice. Transfer knowledge and skills to the technical team to achieve the constant improvement of 
        Alcis products and services.

2. Product Development and Innovation.

•	Innovation. Creatively apply knowledge and experience of GIS and IT against client needs to propose solutions 
        that will improve how Alcis does its business or potential new business opportunities
•	Research and Development. Conduct trials and demonstrations of emerging systems and technology in order to 
        assess how they can be applied to Alcis’ business and the value they bring
•	Technology Awareness. Actively monitor new developments in the Geospatial technology arena and maintain sight 
        of new or emerging solutions that are of value.
•	Networking. Develop relationships with key stakeholders in the ICT and Geo sector to gain insight and value for Alcis

3. Business IT Systems

•	Leadership and Management. Guide the activities of the IT support staff in line with company objectives in order to 
        build an efficient IT infrastructure
•	Technical Guidance. Transfer expertise of IT systems to the IT support staff enabling them to build and deploy 
        robust systems and processes.
•	Innovation. Research and implement innovative practices.
•	QMS. Develop all activities with an orientation to obtaining accreditation in an industry standard for Quality 
        Management

Profile

The ideal candidate will have the following background:

•	BSC/MSc in GIS or related discipline or ICT
•	Up to 10 years’ practical experience using GIS
•	Recent detailed experience of developing and deploying GIS web services
•	A track record building solutions requiring the integration of IT and GIS functions
•	Practical experience designing and building databases preferably spatially enabled.
•	Experience of delivering activities using a documented project management approach
•	Practical experience managing technical staff

Mandatory Skills

•	Full competence of ArcGIS desktop and extensions
•	Administration of ArcGIS Server 
•	Administration of Web Server 
•	Web development techniques and common languages e.g. Javascript/Flex/.NET
•	Competence in Umbreco web CMS language
•	Experience of Database Management Systems specifically those commonly used in GIS related activity (SQL Server, 
        PostgreSQL/PostGIS or Oracle)

Desired Skills

•	Experience of general ICT Support activities e.g. networking, backups, licensing, hardware & software 
        maintenance.
•	(Geo)Database design and data modeling
•	Other GIS (open-source) knowledge and experience
•	Programming with smart mobile devices
•	Project management experience
•	Staff management experience
•	Keen interest in new technologies and innovation

Other Valuable Skills
•	Sharepoint experience – at least as a user.
•	Cloud services e.g. Amazon/Office365/ESRI
