There is an extensive literature on the value of travel time reliability (http://www.internationaltransportforum.org/Proceedings/reliability ) which emphasizes the costs to shippers and industries of missing their just-in-time deliveries. However, shippers and truck drivers minimize congestion delays by driving through cities during off-peak periods, and I suspect that this is one area where new telecommunications has reduced this problem since a driver can now predict when, where and how much congestion they will encounter using INRIX (http://www.inrixtraffic.com ) and TomTom services, they use GPS to navigate through unfamiliar roads, and mobile phones to call ahead and warn their clients of delays.
This is an area worthy of targeted research, for example, surveying shippers and drivers concerning the strategies they use to avoid congestion, and the frequency with which they actually experience significant delays. I suspect it is actually a modest cost.

I have heard anecdotes of drivers being kept waiting long beyond their booked slot when arriving on time or early. I've no idea how common this is as a percentage, but here is a link to a video 'rantumentary' from one driver, with some supporting examples in the comments below it.

I have been seeking data on the performance of road haulage firms in the UK. Anecdotal evidence suggests that Just-in-Time delivery is practiced, with contracts typically specifying 30 min time slots for delivery to a customer's premises. If this is generally achievable, it raises a question about the value of investment in the road network aimed at reducing congestion caused by bottlenecks and pinch-points.
I would welcome information.
