Museums Galleries Scotland (MGS) wishes to commission an evaluation of the impact of the Recognition Scheme and the Recognition Fund on the museums and galleries sector in Scotland.
Background
The Recognition Scheme formally recognises and invests in collections of national significance in non-national museums in Scotland. Owned and funded by the Scottish Government, the Scheme provides a strategic framework for the recognition of, and investment in, outstanding and irreplaceable collections in Scotland’s non-national museums. MGS manages the Scheme on the Scottish Government’s behalf.
Holders of Recognised Collections are eligible to apply for funding from a designated Recognition Fund administered by MGS. The Fund encourages and supports strategic projects which pursue excellence in line with the Scheme objectives and the National Strategy. The Scottish Government also made available a Capital Fund in the financial years 2009/10, 2010/11 and 2011/12, which was dedicated to the Recognised Collections.
To date 39 collections have achieved Recognised status and 113 grants have been awarded to these collections totaling £4.6 million.
Timescales
16th August 2013 – deadline for submission of Expressions of Interest
25th August 2013 – invitations to shortlisted contractors issued
13th September 2013 – deadline for receipt of tenders
The objective is to appoint the preferred contractor by late September. There is an elapsed timeframe of four months for the study, with the date for submission of Final Report being 31st January 2014.
Requirements
The evaluation will assess the extent to which the aims and objectives the Recognition Scheme in the context of the National Strategy for Scotland’s museums and galleries are being met. It will also include a critical evaluation of management, operation, impact and value for money to inform future development. Clear recommendations are sought on how to enhance both the Scheme and its Funding.
Interested contractors are invited to submit an Expression of Interest. Submissions will be short-listed on the basis of relevant experience and demonstrated expertise in the following areas:
• Evaluation skills and experience
• Interpretation of the study requirements & issues
• Knowledge of grant funding schemes
• Knowledge of the museums and galleries sector
The shortlisted contractors will then be issued a Terms of Reference and invited to tender for this work. No budget range has been set for this study. The contract will be awarded to the most economically advantageous tender based on cost, quality and value for money.
