I suppose we can apply those changes in patches then... For FR 2.1.x I had the instructions because the software was already published, with the delay it won't make much of a difference.
That said, do you know when ABFAB will get RFC status? I'm sure you appreciate that to do this using OTS software instead of custom builds will be preferable, especially when it comes to upgrading using the appropriate package managers (yum for example is desperate to replace my Moonshot version of OpenSSH with the newest version on the official repo *sigh*).
