We're sat somewhere between 2 & 3.
I'm currently managing a retrofit of the Gallery's website, prioritising smartphones not tablets, as a way of providing a good mobile experience until a new site project comes about in the near future - this would most likely be RWD.
As others have said already, the retrofit is tricky but we think it'll make a big difference. It really highlights where you've been good, and not so good, with your HTML & IA structure, as well as your in-house publishing practices.
We're planning a staged rollout of this soon.
