The CREAM_PEPC_RESOURCEID can be just about anything you want, the URN
scheme is just used as a way to create consistent name spaces in Argus.
For example, at CERN the CE admin chose this value for some reason:
"http://emi.cern.ch/cream"
That URL will not work in a browser, but is valid for designating the
CREAM CE resources to Argus.
