What a fascinating topic! I am certainly no expert on this area, but I do enjoy reading about the history of the railways, and the best starting point is the work of Christian Wolmar, a respected historian of the railways. His 2009 book, Blood, Iron and Gold, has some interesting and valuable discussions about the development of the railways in China. He would be a good person to contact/talk to.
