I think the RSS is being complacent. ONS has already decided that health statistics are no longer part of its core business, so they are being cut disproportionately. The consultation will just be on which ones to cut, not on whether health or other statistics will be cut. It does have to provide some health statistics to the EU, but this is minimal compared to the likely cuts.

Cuts to stats won't be as hard as @guardian story suggests, says @statisticsONS. Public consultation to follow:

This is in addition to what Paul Marchant circulated yesterday in relation to small area statistics. This is about ONS' national programme of health analysis, including mortality, caner and health surveys. The Health Statistics Users Group has been told that there will be a consultation about what is going to be cut. ' With regards to the consultation on ONS health-related outputs, I am afraid I can't give you any specific information at the moment; only that we expect the consultation to go out later in the year, and we will keep HSUG informed of all developments.'
Meanwhile some information has slipped out and into the Guardian.
