I think it is because the sampling rate of regressors is supposed to be the same as sampling rate of function sequence (like, for example, in motion parameters).
Indeed adding regressors of data sampled more frequently doesn't make sense, less frequently sampled regressors always can be up-sampled by some kind of interpolation.
