Hi Nnenna, This is a very interesting set of issues. Previously CC was attempting to 'port' the license and so teams at national level worked to align CC with existing national laws and come up with a national CC law . Now the approach is to use the global license (V.3 on site V.4 in advanced stage?). Has anyone ever been prosecuted for abuse of CC license? I am not sure but I do know that at the last CC summit I attended the emphasis was more on the stigma that would as a result of infringing a persons CC rights. Another approach has been to liaise with WIPO and ensure recognition at that level (Pls excuse my crude summary). I am copying Tobias and Alex who are the CC liaisons for Africa so that they can get back to you on the CI issues.

Interesting question.
I have had several meetings with a nascent CC community in the French-Speaking country of West-Africa: Côte d'Ivoire.
The CC licence is not legalised here and may not hold any court case.
I am **highly** interested in experiences here.
