And if the doctor/specialist does get too greedy you can always ask the employee to sign a request under the DPA for a copy of the records and pay the £50....

Subject: Re: [OCC-HEALTH] Fees for Claim requests
A quick google search gave the following answers.
“Yes, an organisation receiving a subject access request may charge a fee for dealing with it. If you choose to do this, you need not comply with the request until you have received the fee. The maximum fee you can charge is £10. There are different fee structures for organisations that hold health or education records (where the maximum fee is £50, depending on the circumstances).”

Under the Data Protection Act 1998 (Fees and Miscellaneous Provisions) Regulations 2001 the maximum fee that can be charged for providing copies of health records is £10 for computer records and £50 for copies of manual records or a mixture of manual and computer records. Charges are for copying and posting the records only and should not result in a profit for the record holder. Some types of records, such as x-rays, may be expensive to copy.

GP’s / specialists are providing a written report offering their opinion and answering specific questions, rather than a copy of their notes hence the difference in fees.
The most I've been asked for a specialist report was £200!
