They might like to take a look at LibraryThing
http://www.librarything.com/ which would enable them to reuse existing
records, as well as create new ones. IIRC , there is even a light pen
available to wand barcodes.

Subject: Help for voluntary group setting up new special library
Dear All
I've just had an enquiry from a member of a voluntary group that has
been gifted a large collection (roughly 100 boxes of books) related to
transport and trains and would like to catalogue it, put the catalogue
online and make the books available to the public for reference only.
I've been able to offer some limited advice but would really like to put
the gentleman in touch with someone who has more expertise in the field
of special libraries or cataloguing and who might be able to offer
practical advice. If you are, or happen to know, someone who could help
then please do contact me using the details below and I'll put you in
touch with the enquirer.
Kind regards
Phil Jones
