problem solved. No need to bother about certificates . the job reaches the CE (from UI , WMS) and runs on a WN .
It is a trivial job (/bin/hostname) but it does not terminate probably because it does not find where to write the result .
Does the WMS site-info.def need have some definition of storage (e.g nfs definition) . The CE has such definition and using
glite-ce-job-submit (UI->CE submit ) find where to write the result . But not in this WMS submit case
Here are the status and output requests from wms submit :
======================= glite-wms-job-status Success =====================

[dubi@ui ~]$ glite-wms-job-output https://wms-ce.haifa.il.ibm.com:9000/5WPbs_ZkMuvJ6fMc339nZg
Error - Configuration Error
Output Storage pathname doesn't exist (check the configuration file): /tmp/jobOutput
I don't find a file /tmp/jobOutput . Not in UI or WMS
