In the Philippines, the Coalition on the uNCRPD is asserting the direct
connection of Article 8 and Article 4.3. It is when society "closely
consults with and actively involved" Persons with Disabilities right
from the planning stage to decision making till implementation and
evaluation of policies, laws, programs and activities when true
Awareness Raising is being done.
Mere publicity, propaganda and advertisements methods are not enough to
let people and society know and understand Persons with Disabilities.
The Philippine Coalition on the UNCRPD takes the perspective that
understanding each other could only be a result of inclusion and
working together. The enormity of the diversity of Persons with
Disabilities makes imperative the close and direct working together of
the entire society with all types of people with disabilities.
Neither the blind, nor the orthos, nor the deaf alone could represent
the sector of Persons with Disabilities. It must be all types of
Persons with Disabilities working together with the rest of humanity if
we should realize raising our awareness of each other.
It is in the involvement with each other if awareness is to be realized.
