Our CHM tells me:
"This is caused by the fix of LRN-400045

which is included in SP12:
"In order to remove the security vulnerability, links to external sites no
longer automatically go to the specified site. Rather, clicking a link to
an external site now displays the link to the page, informs the user that
they are accessing an external site, and requires the user to take action
in order to go that page."
External sites will still load, but after a warning."
