That list was set up to facilitate communication in the run up to the IFLA Glasgow event in 2002. When that was over they were perfectly entitled to wish something in their name to cease. Jiscmail lists have to be moderated by at least one person from the UK HE or FE community and the old iteration of this one was moderated by Ian Johnson of RGU - they are not at the whim of professional bodies to start or cease.
Jiscmail were happy for the list to continue because it had a lot of members.
