DCC will be producing a 'How-to' guide on assessing generic data management plans later this summer. We'd be keen to hear from you if you have anything you'd like to see covered.
I'd also recommend looking over Vitae's Infirmation Literacy Lens for the Researcher Development Framework which describes a number of specific skills researchers should have. We've got links to this along with a methodology for mapping courses to the RDF at http://www.dcc.ac.uk/training/damssi-abc.
