I'm in a similar situation as when the in-house service ended and the manager was made redundant 2 years ago, she left behind a cabinet full of Counselling records.
As there is no longer contact with the manager - who has the responsibility for releasing the records?
On a separate point - how long would the list recommend keeping the records. They are anonymised/coded to protect confidentiality (with a separate book listing the codes if the counselling team needed to find previous notes etc) but were not kept in any order within the locked cabinet so sorting would be a bit of a nightmare!
