I re-run the commands list here http://neuro.debian.net/install_pkg.html?p=fsl.
First i Ran
wget -O- http://neuro.debian.net/lists/precise.us-tn.libre
After running following command line
sudo tee /etc/apt/sources.list.d/neurodebian.sources.list
I see the blinking curser and not activity.
/etc/apt/sources.list.d/neurodebian.sources.list = empty

Ok, so it is time for some more details. I double-checked that the package in question is listed in the repo for 12.04.
What commands did you run exactly to setup the repo?
What was the output?
What is the content of /etc/apt/sources.list.d/neurodebian.sources.list?
What is the output of 'apt-cache policy'?
