What you suggested is what we do anyway with Moodle 2.4 as the Collapsed Topics course format is the one you are talking about.
As part of your scheduled upgrade you can request the latest version.
Attached is a plug-in matrix that makes this more explicit.

Regarding the course formats, I notice you've still got separate Collapsed Weeks and Collapsed Topics listed. My understanding is that the developer stopped developing these a year back and all future development goes into a single format called, somewhat confusingly perhaps, "Collapsed Topics" but which contains all four (collapsed, uncollapsed, topics and weeks) configurable by the course editor on a course by course basis.
Could we not begin to move over to that one please?
Or have that one as an additional option?
