From what I have seen people set up fake companies and use them as a front to scam as many people as possible until they are discovered and someone posts that it is a scam. Once they are found out they establish the next fake website and continue.
If you look at this company's about us page the pictures and the description of the scale of the company it doesn't match with a company that would only have had a website for 1 year.
The scammers definitely take advantage of the language and cultural difference. If you see something that is odd you dismiss it as just a language barrier issue instead of an actual problem. That's one of the big things that got me.
