The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian
organization with 60 years of experience in helping to create a safer and
more dignified life for refugees and internally displaced people. NRC
advocates for the rights of displaced populations and offers assistance
within the shelter, education, emergency food security, legal assistance,
and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 3000 committed and competent
employees involved in projects across four continents. In addition, NRC runs
one of the world's largest standby rosters -NORCAP, with 850 professionals,
ready to be deployed on 72 hours notice when a crisis occurs

Adviser, Urban Displacement

Due to the changing profile of a significant part of its target group, NRC
will use the next few years building its institutional capacity to respond
to situations of displacement into urban areas. Urban displacement is an
issue that impacts on all NRC's core competencies and an advisor with
technical expertise is therefore required to oversee programme development
and support pilot activities and studies based in the field. A mapping of
NRC's activities in urban areas will also be done to identify relevant
experience and good practices, but also gaps in knowledge and practice. NRC
wishes to be at the forefront in this field and will therefore invest in
capacity building and experience gathering in the field of displacement into
urban areas. It is envisaged that within the next 3 years, NRC will be a
leading humanitarian agency on urban displacement.
The Adviser is the Norwegian Refugee Council's resource person within the
area of displacement into urban areas, and contributes towards:
Strengthening NRC's experience, knowledge and capacity in programming for
displacement into urban areas by developing tools and methodologies to
enhance existing projects and supporting pilot projects developed to test
these tools;
Developing policy, strategies and guidelines in collaboration with relevant
technical advisers;
Improving and institutionalising the knowledge and experience on
displacementinto urban areas within the organisation; and
Contributing to positioning NRC's as a highly respected humanitarian player
globally.
The Urban Displacement Adviser reports to Head of Thematic Technical Support
Section, International Programme Department, Oslo

Tasks


* The Adviser shall actively work towards the achievement of the
Norwegian Refugee Council's mandate as outlined in the Policy Paper, the
Programme Policy and the Programme Policy Implementation Plan.
* The Adviser is expected to contribute actively to building a Section
with a strong team spirit, achieving expected results and with a working
environment in line with the NRC values.
* Map NRC's activities in urban areas to identify gaps in knowledge
and practice, as well as best practices;
* Develop a standardised targeting and profiling tool, a standardised
needs assessment tool for urban environments and collaborate with the cash &
voucher advisor on developing a standardised market assessment tool;
* Develop a gender analysis tool to assess the differential impact of
displacement into urban areas on women and men;
* Oversee programme development on urban displacement at Head Office
as well as the implementation of pilot projects in the selected field
locations;
* Support country offices working in urban contexts with technical
expertise
* Document experience and lessons learned
* Support and monitor existing and new pilot projects;
* Advise, support and provide direction on scale up of pilot projects;
* Design, establish and help implement new pilot project proposals
* Link with existing coordination structures and working groups to
keep NRC up to date on developments within this sector
* Give advice and guidance during recruitment of personnel
* Ensure that regular reports are submitted to NRC, according to area
of responsibility
* Disseminate knowledge and experiences to and between country
programs and HO
* Contribute to donor applications for technical development
* Cooperate with the Advocacy and Information Department (AID) on
advocacy related to urban displacement
* Plan, develop and manage training and training material for relevant
HO staff
* Participate in working groups and contribute in policy development
* Travels on short notice
* Carry out other duties of temporary or permanent character within
the organisation


Qualifications


* University level education within the area of urbanisation/urban
development or a related field of study;
* Minimum 8 years professional experience; of which a minimum of 5
years work experience in complex emergency situations in the field and 5
years work experience in humanitarian programming;
* Proven knowledge of relevant fields (urban displacement, profiling,
needs assessment, market assessment);
* Experience with the role of an adviser an asset;
* Fluency in English, oral and written. French and/or Arabic an
advantage;


Personal qualities


* Ability to work independently in a result oriented multi-tasking and
multi-cultural environment and manage conflicting priorities.
* Ability to implement and execute
* Analytic and drafting skills;
* Flexible- and it helps with a sense of humour
