I'd say avoid anything hosted (Ning is a great example of a platform that fell apart when they changed their terms of service), or anything bespoke. The obvious one that springs to mind is BuddyPress - http://buddypress.org/ which is a nice combination of highly tested, open source, and also available for you to host yourself / edit / own.
