This sounds very unusual to me too. I am involved in oral history projects and have had external oral history tapes and transcripts donated to the local studies library here as an addition to our collection but have never been asked to pay for the items. It might be worth contacting Michelle Winslow of the Oral History Society at Sheffield University at:

Subject: Selling price of oral history interviews?
Dear All,
I have been contacted by a potential donor who has an oral history interview that they would like to sell. The oral history interview is from some research that they carried out in the 1980s. The sound recording is on tape and not of a very high quality, but the interview would be relevant to our holdings.
The great majority of our archives arrive as gifts. So I have very little experience of buying archives.
Does anyone have any advice on the potential monetary value of an oral history interview?
Any advice or comments on this would be welcome.
