The Use of Research Evidence in Public Decisions 

Politics is the collective ability to attain goals in the face of obstacles by means of decisions. Goals are based on wants, beliefs, and desires; without being impossible to change, it proves difficult and it requires time. Therefore evidence is in effect most needed on the real nature of obstacles and the appropriateness of decisions. Based in part on the author's direct experience of public decisions and policy-making in government, this presentation discusses two visions of research uptake and examines the conditions of efficient knowledge transfer from researchers to actual decision-makers. Examples are drawn from the health sector, with its unique characteristics: tragic consequences, ever-changing knowledge base, and innumerable stakeholders.


Pierre-Gerlier FOREST, PhD, FCAHS

President and CEO
Pierre Elliott Trudeau Foundation

Pierre-Gerlier Forest is currently the President and CEO of the Pierre Elliott Trudeau Foundation. Established in 2001, the Foundation supports innovation in policy research and the dissemination of original and practical solutions to crucial social issues. Prior to joining the Trudeau Foundation, PG Forest was appointed to the G.D.W. Cameron Visiting Chair (2003) before becoming Assistant Deputy Minister and Chief Scientist(2004-2006) with Health Canada, the federal department of health. As the principal scientific advisor to the Minister of Health, PG Forest was accountable for the quality and integrity of the scientific and regulatory research conducted by the department. In 2000-2001, he served as Director of Research for the Royal Commission on the Future of Health Care in Canada.(Romanow Commission).

Dr. Forest spent most of his academic career at Universite Laval, in Quebec City, where he was Professor of policy analysis and public administration with the department ofpolitical science (1990-2007). He is the author of more than a hundred and fiftyscientific papers and books, including, notably, Changing Health Care in Canada(Toronto, 2004).

PG Forest obtained a Master's degree in Political Science at Universite Laval (1984) and a PhD. in History and Socio-Politics of Science at Universite de Montreal (1989). In the years following his post-doctoral studies (Manchester Business School), several governments and numerous organizations have called on his expertise, particularly in the areas of public policy renewal, health system reform and knowledge management..

PG Forest holds adjunct professorships with the Faculty of Medicine, Universite de Montreal and the National School for Public Administration (Quebec). He was elected to the Canadian Academy of Health Sciences in 2008.
