This isn't just ordinary Ordinary Open Access, this is Westminster Open Access (slogan - "worse for researchers but better for publishers").
Yes, this is a flippant representation of the UK's attempt to have a negotiated national progression towards 100% Open Access. But unfortunately, the publishers' position is "if you're going to force a move to Gold then you can't have Green". Thus we see a strong pushback to long (and longer) embargoes.
