I read through this guidance a while ago and figured that I had probably got close enough with my constraint areas used by the planning office, along with the maps and short descritions that I made to inform agents and developers (the agents in particular seem to find them useful). It didn't take too long to produce these (with the exception of Grimsby itself), but being in the east of England (high nucleation of settlement), in an area with relatively low development pressures, most building works are done within the historic cores so I didn't have to think too much about isolated find-spots and sites. What you don't see on the public side, however, is that I dumped the SHINE polygons into the plannning system as well, just re-labling them as constraint areas along with buffered polygons of the historic farmsteads.
I plan to write a document explaining how the historic cores were mapped, and hence how the contraint areas were created, but it's one of quite a few things on my to-do list. I think the key is to keep the information to a minimum, like SHINE, so that non-archaeologists can understand it and you don't take on too much work; also, don't worry too much about areas where you are not likely to see any development.
