Use:
python fslinstaller.py -o
This will download the software and then stop. Once you have the file downloaded you can carry out a local install with:
python fslinstaller.py -f <pathtofileyoudownloaded>
eg, if it put it in your Downloads folder (the folder you were in when you ran the installer)
python fslinstaller.py -f ~/fsl-5.0.2.2-centos6_64.tar.gz
