This has been a very useful discussion for me, and hopefully I can contribute as well, with the following comments.
1. Starting with version 6, Mplus does have MCMC capabilities for IRT (and many other) models. It does not fit IRT models with lower asymptotes, and another drawback is that it was developed from a frequentist tradition of modeling and estimation; as a consequence it has features and restrictions that, from a Bayesian perspective, are somewhat regrettable. Mplus is, however, much faster than BUGS, and is faster than anything else I have found.
2. In addition to MCMCpack, the R package ‘pscl’ has capabilities for fitting some IRT models.
3. Michael Edwards MultiNorm software also fits certain types of IRT models.
