In my experience, people who live in the Washington metropolitan area call
it "D.C.." Those outside that area, but for whom Washington, D.C. is the
closest major city, call it "Washington." (I believe this even includes
the residents of Washington, Virginia, who call their own town "Little
Washington.") Everyone further away reverts to "D.C." -- either to avoid
confusion with closer cities and towns called "Washington," or to avoid
confusion with the State.
