Well, sort-of. AIUI the motivation for FAX is primarily to cope
with the situation that a small number of files in a dataset is
unavailable from the local SE at a site running a job - it's
like a space saver spare wheel; it doesn't have to work well,
just make the difference between working at all and total failure.
