That may well be fine for specific VOs, but in general, there's no
way to correctly advertise such a cluster; the worker node OS is
advertised per queue/cluster/CE (depending on how you're doing your
advertising).
With the exception of a cluster that only accepts jobs from VOs
known to have opted in to the breakage, such a thing should not
exist - it's the sort of corner-cutting that buggers things up
for our minor VOs and makes them think we don't love them.
